Ladies and Gentlemen,

AssalamuAlaikum warahmatu Allah wabarakatuh,

Atthe beginning of my speech, I am delighted to broaden on behalf of His Excellency, Dr. AbdulazizOthman Altwaijri, the respectableDirector General of the Islamic Educational,Scientific and Cultural Organization (ISESCO) sincere appreciation andprofound gratitude to the reverent authorities, organizers and the expertsparticipating in this International Conference and every individual respectfulguest attending today.

I am pleased that weinaugurate the 2nd International Conference on: IntellectualCapital Management which has been organized and sponsored by manyInternational and National Organizations.

Ladies and Gentlemen,

As you are well aware, Intellectualcapital is broadly defined as the sum of a company’s intangible resources(including knowledge, technology, brand reputation, competencies, etc.).Growing evidence supports that the accumulation of intellectual capital isoutpacing the accumulation of physical capital as the key driver ofcompetitiveness in the so-called new economy. However, innovation through thedevelopment of intangibles has a strong impact on productivity. At the firmlevel, studies show that innovative firms are financially stronger and generatehigher employment. Successful management of intellectual capital is a keydeterminant of future firm performance.

Enhanced transparency throughintellectual capital management is not only demanded by capital markets, butalso by other firm stakeholders such as employees, customers, suppliers and, ingeneral, the society.

Forall these reasons, the importance attached by corporate managers and policymakers alike to intellectual capital management has grown dramatically duringthe last few years.

The management ofintellectual capital is becoming more and more important day by day. Bringingintellectual capital, knowledge management and enabling technologies together isan exciting challenge to those who wishing to create information age competition.In the new era ofinformation and technology, economic promotion and prosperity can not beacquired unless the capacities absorb, adapt and develop new technologies andthe means of utilizing them and as the result the related socio-economicdevelopment are strengthened. The world’s economy and trade is heading towardsglobalization. Rapid technological obsolesce and violent competition in theworld trade have made it inoperative to protect the innovations using the toolof intellectual capital management system. Without the rewards of anintellectual capital system, an innovator or creator has no incentive todevelop new products and an investor has little incentive to pour capital intonew ideas.

Different countries of theworld have their own national Intellectual Property laws according to theirneeds with different procedures and time limit of protection. This diversity inthe world Intellectual capital system creates barriers and hinders smoothoperation of free world trade and necessitates the standardization of the worldintellectual capital management regime. To remove these trade barriers TRIPS(Trade related Intellectual Property Rights) Agreement was brought into pictureby World Trade Organization (WTO). It mandates new multinational minimumstandards for protection of IPR as well as procedures and measures for theirenforcement. It also spelled out in detail the responsibility of the member countriesto set standards in their national laws for the practical protection of rights,as well as procedures for executing those rights against infringement.

They face the challenges ofthe new century, all countries of the world need to strengthen cooperation andexchange information, stiffen the intellectual property protection and makefull use of the IPR system in the development of national economy.

Ladiesand Gentlemen,

ISESCO has always supportedthe member countries development in educational, scientific and cultural issuesand it has received favorable feedback in this mission. The necessity ofconducting educational and scientific programs on promotion of science andtechnology is among the priorities of this organization and today I amdelighted that we are cooperating in such a Conference. Considering theimportance of the subject in the present global context, ISESCO has implementedand coordinated many activities in this regard.

As we all aware, Islamiccountries are the most prevalent consumers of west technology andsimultaneously dependent on developed countries for their very essential needs.This hazardous situation can not be altered unless proper consideration andpriority is launched to reconstruct our technological capability and mobilizethe resources to fulfill this exalted objective. In this orientation, ISESCOhas always devoted especial attention to the measures taken toward promotion oftechnology capacity building under its annual action plans. In this regard, manystrives have been taken to reinforce all components of national technologicalinnovation system.

Supporting and protectingthe intellectual capital, which include, patents, trademarks, designs andcopyrights plays an important role in foundation and promotion of innovation intechnological areas. Through intellectual property the scientists,industrialists, and all concerned parties will be able to possess theircreativity and innovation the same way as they own their physical property.This kind of support will aid the scientists to create such a conductiveenvironment to further their innovation and creativity capacity in the nobleresearch areas.

Protection of intellectualproperty is important because of the fact that greater economic potential willbe obtained through utilization of innovation. Patenting the innovation givesthe inventor this right to stop others to make use of this innovation withouthis/her permission. This right encourages the scientist and inventor to launchmore research and innovative activities and on the other hand paves the groundfor attraction of talented students to the scientific plans. In this regard,despite many activities taken in scientific areas, scientific research is nowone of the weakest points in the Islamic world. The average of scientistsinvolved in research programs throughout Islamic countries is low in comparisonwith the whole world percentage.

The policy makers andeconomic planners are going to decline their confidence toward creative andscientific research activities. The private sector also will show unwillingnessto invest a good sum of buck on new innovative products if their by-productsare immediately copied and sold via unauthorized canals. The stronger theprotection of intellectual property right, the more scientists, industrialistsand entrepreneurs benefit from the advantages of scientific research,motivation, innovation and creativity. This also will help the governmentsectors to invest more on research activities and to attract young talentedscientists and entrepreneurs in adaptation of many other related areas.
