1- Intellectual Capital Development for the National Innovation Ecosystem (summary)
Abstract: A comprehensive c is required to transform a developing country into a high income knowledge based society. For the national wealth creation, inventions by various researchers and inventors must be commercialized and made global brands. One of the main barriers in this effort is the lack of experienced and skilled people in commercialization. Hence, proper intellectual capital development plan is imperative for the country. The human capital of first-class mentality must be developed and there is a need for adequate number of critical mass of researchers including scientists and engineers. Innovation-culture workforce will lead to higher innovation index and motivated researchers and entrepreneurs as well as skilled corporate leaders. Innovation ecosystem needs to be established at various levels through smart partnerships

Breif Resume: The International Islamic University Malaysia (IIUM).
He obtained his B.Sc. in Chemical Engineering in 1988 from University of Houston, Texas before getting his Ph.D. in Engineering from Rice University, USA in 1993. He has more than 15 years of university teaching experience and he is currently a Professor of Engineering at IIUM. He served as the Dean of Engineering from 1997 until 2009, and he was the Co-chairman of the Malaysian Council of Engineering Deans from 2007 until 2009.

Prof. Dr. Ahmad Faris Ismail received the FUIW (The Federation of the Universities of the Islamic World) Tribute to the “Personality Having Contributed to the Development of Islamic University Education” in March 2008. He has served as a member of the Evaluation Committee for the FRGS (Fundamental Research Grant Scheme) and National Science Fund (Industrial Sector) since 2006. He served as an IDB (Islamic Development Bank) Consultant for the Development of Mussa Bin Bique University, Mozambique Master Plan in August 2003. He was a Visiting Scientist at Graduate School of Engineering, Kyoto University in December 2004.

He has been invited as keynote speakers for various conferences and congresses in Jordan, Morroco, Saudi Arabia, Sudan, Syria, and Turkey. He has conducted workshops on “Academic Self-Assessment” and “Strategic Plan and Balanced Scorecard”, and he has delivered lectures on “Invention and Innovation Ecosystem”, “Curriculum Planning and Management”, “Professional Ethics”, “Towards Outcome-based Education”, and “Research Design and Instrumentation”. He is also a co-inventor for at least eight filed patents of the research products at IIUM.

Apart from teaching he has been active in research in the areas of nanofluids, energy and environment, computational fluid dynamics, combustion, simulation and modeling, and engineering education. He has published more than 140 papers in refereed journals and conference proceedings.

Abstract: After gaining independence Republic of Azerbaijan have been realising systematic measures in development of the intellectual capital direction.
We can divide direction of government political realising in this sphere in our country to perfect of Intellectual capital, stimulated of scientific activity of intellectual masters of property, protection of intellectual property and financing of development of science and education.
In the end it can be noted that the development of Intellectual Capital one of the priority sphere of Azerbaijan like development countries. 4- The Relationship Between National Innovation System Functions and Intellectual Capital Management Functions (summary)
Abstract: Today, innovation has become increasingly important for different economies owing to the influence of globalization and structural change on economic performance. Therefore, Innovation activities’s Management becomes the key challenge, and it requires developing the necessary institutional set-ups, procedures and practices for agenda setting and prioritization, implementation and policy learning. National innovation system (NIS) is a conceptual tool to analyze the current knowledge economy because the approach deals explicitly with knowledge creation, distribution and utilization as the key process of innovation activities. From the other hand, intelectual capital managemant (ICM) has many functions. These functions have very intraction with those in NIS function. The aim of this paper is to study and find the relationship between NIS function with respect to ICM functions.

5- Role of Intellectuals in Entrepreneurship Development for Inclusive Growth – Studies on Businesses of Marginal Persons in Canada & India (summary)
Abstract: Intellectuals’ role has been viewed in the background of social and economic movements of the marginal segments in society, specifically in respect of raising aspirations of the deprived, mobilizing them towards achievement and for policy interventions at all governmental levels. It is examined in the light of author’s empirical studies undertaken on aborigines in Canada and on ex-untouchables in India. 6- Modeling a Cost/Benefit Framework for Science and Technology Parks/Incubators based on Intellectual Capital Approach (summary)
Abstract: Throughout these years, theoretical and experimental aspects of the Science and Technology Park/Incubator have tended to by far the most dramatic growth in influence and interacted in the term of ‘Intellectual Capital’ across the nations. While it performs as an effective IC-value diver facilitator at the joint point of Government, Academia, Industry and to positively reflect their knowledge-based characteristic outcomes to each other and to the business environment, finding a proper framework in Science and Technology Park/Incubator for cost/benefit analysis in both tangible and intangible assets sides to recognize, evaluate, report and accounting has a substantial priority.
It seems that conventional framework in this area is not reliable and valid to deal with intangible side; likewise only can measure physical in/outputs. In the case of solving this obstacle; Modeling a Cost/Benefit Framework for Science and Technology Parks/Incubators based on Intellectual Capital Approach will be fruitful. In this paper the criteria and characteristics of such modelling will be discussed and in accordance to them, new series of indicators and metrics will be introduced based on real work experiences in Science and Technology Park/Incubator. Finally, appropriate framework to make a systematic Cost/Benefit analysis to deal with absence of IC value Index in conventional framework will be modelled.

8- Intellectual Capital and Society(IC&S) (summary)
Abstract: In this panel, we discuss the role of universities in producing and promoting Intellectual Capital (IC). Regarding the importance of Intellectual Capital and its three dimensions namely, Human capital, Costumer Capital and Structural Capital, as intangible dimensions of Knowledge-based capital which often have not been reflected in Balanced Reports of organizations and especially economic performance of society at large, we are going to discusses the socio-cultural characters of IC and describes knowledge as a Socio-cultural Capital, collective asset of an organization or a nation. We will set forth knowledge as a set of latent or intangible social networks and cultural values. We suggest the concept of “appropriate cultural space” as a necessary condition of universities existence for generating the faculties and students‘IC and, explain the concept of “relevant ecology” for preserving and flourishing the cultural and scientific elites as main representatives of Intellectual Capital.

10- Intellectual Capital and Entrepreneurial University (summary)
Abstract: It is well understood now that Intellectual Capital is one of the major factors of any Nation and the whole world is investing in this direction. Generation and continuous development of such new theory in social and economical context is extremely important particularly for countries which are having transition from resource based economies to knowledge based economies. Naturally, in all such cases students and the youth are the primary targets. Universities and Science Centers all over the world have consciously joined hands in this effort to enhance scientific literacy and awareness in the society in the direction of Intellectual Capital.
The ultimate achievement index of any development or growth process is well recognized. In fact, in the terms of modern growth theories Intellectual Capital is more important than financial capital in the growth momentum of a nation. Furthermore, this intangible resource has been considered as one of the most beneficial resources for universities and a key capital for the entrepreneurship universities. The development of Intellectual Capital can be a great aid to the establishment and also development of entrepreneurship universities in Iran. Therefore, considering the principals of managing and developing of the Intellectual Capital in our higher education system it is a necessity. Universities can address this need by increasing the motivation and competence of their graduates to become key persons in innovative and entrepreneurial activity. In the recent years, Iranian universities are working to select, to identify and encourage by implementing motivating policies to promote the meaning of Intellectual Capital among students and academics staffs. The result is an explosion in terms of public and private initiatives to promote entrepreneurial activity, propelled by the hope to accelerate innovation and also high technology.

11- CSFs from IP to Product and Business Modelling Issues (summary)
Abstract: Owing to the global changes following phenamonological expanssion of information providers, consumers and brokers; organisations and governments bodies constantly looking to explore various mechanisems to harness information in order to create knolwedge. It is widely recognized that Knowledge and Intelectual Propertey (IP) are essential strategic resources for any country wishing to maintain and increase its compatetiveness in the global arena.
We consider knolwedge as “an abstraction of a learning process” and IP as a structured (e.g. exclusiveness), formal (e.g. boundaries of law), applied (e.g. context) and novel (e.g. creativity) reflection of a particular “knowledge”.
In this paper will explore the critical success factors of knowledge and IP generation within context of Technology Parks and Innovation Centers. We will address the Knowledge and IP Supply Chain (KIPSC) core components.
In our discussion we will explore role of Public Private Partnerships in optimization and exploration of KIPSC. Using Akhgar (2008) taxonomical classification of KM components we will present an audit model for assessment of KIPSC. The proposed Audit model will address:
• Infrastructureal requirments (from Universities to IPOs)
• end-to-end holistic HR strategy
• Capture and exploitation of Human Learning Processes (HLP)
• Impact assessment
• Identification of knowledge Production and Protection procedures
• ROI, ROCE and KPIs
• Standards
A number of case studies (from Europe and North America) will be presented and “lessen learn” from each case study will be discussed in order to create a canonical set of requirements for successful deployment of a knowledge and IP platform with a clear ROI at the national level.

My papers here, shall deal with the conceptualization of this concept, certain thrilling statistics & its relevance in Indian sub-continents that’s a blend of diverse cultures, languages & psyche.
My papers shall try to portrait the relationship between emotions & actual profits for the organization.

Concept – Human Sigma
Quality is easy to measure & manage in some contexts & extremely difficult in others, especially in cases wherein Human come into picture. Products, commodities & even product satisfaction can be to a very large extent quantified; but when it comes to quantifying the Human Satisfaction (may it be employees or customers) that becomes very difficult.
My papers here shall try to portray as to how profits can be minted-out of relationships & human satisfaction.

Need of Human Sigma
Human Sigma ultimately empowers Employees to have a pleasant ‘Emotional Encounter’ with the customers that ultimately pays-off in the form of direct revenue generated in monetary form, greater employee & Customer retention; & hence contributing to the overall success of the organization.
Hence, the Six Sigma Approach to Employee–Customer interaction needs to take Customer’s Emotion into consideration.

Final Word
My papers shall try to elaborate on the fact that “Gone are the days when direct Intellectual Capital used to give revenues; now it’s ‘Relationships’ that tend to generate revenue.”

15- Intellectual Capital Management in Higher Education Institutions (summary)
Abstract: The UK is beginning to maximise its potential in knowledge transfer through its collaboration initiatives with industry. This is particularly timely due to the growing need of innovative economic revival and the fact that the UK already holds a reputation for delivering high education standards.

This paper considers some of the current initiatives in which Higher Education Institutions (HEIs) manage and protect their Intellectual Capital and discusses IP ownership in university-industry collaboration. Abstract: This article introduces capital oriented teaching and learning as a venue to make drastic changes in the quality of existing educational offerings. This new approach is contrary to the traditional rehearsal teaching method and is learners' capital intelligence oriented in nature. It focuses on real instruction that ends up to the mind skill of constructing knowledge useful and applicable for learning consequent concepts in any branch of knowledge. It makes capacity for using different models of processing knowledge and leads learners to acquire skills of learning how to learn and be able to transfer these skills for further learning. The article introduces ten consequent commandments with tenets in each one to be replaced with the traditional teaching. There are the results of more than 200 researches on its size of educational and nurturing effects on learners' capital intelligence. The results could be divided into 4 groups of cognitive, social, individual and behavioral categories which are aimed for preparing well-developed citizen in today's world. The scenarios for coming up any concepts could be so designed to let suitable educational technology and models of learning be used to facilitate learning and lead students to come up with social intellectual skills necessary for maintaining tranquility and peace of mind for learning. Gathering the results of these researches and introducing documented research oriented printed articles in more than 50 journals and conferences during the year passed, make basis for further use of it in learning practices in the whole individual life. Therefore, one can be assured of its value for making social capital intelligence, through its use for making changes in the existing educational trends.

18- Evaluating Intellectual Capital in the Transportation Sector: A Case Study in Iranian Airlines (summary)
Abstract: Intellectual capital is of intangible assets that might be considered as a source of sustainable competitive advantage. Previous studies demonstrate that intellectual capital is positively and significantly associated with organizational performance. This study investigates the three elements of intellectual capital (i.e. human capital, structural capital and relational capital) and their inter-relationships within transportation sector in Iranian airlines for the period of 2008-2009. The study used a psychometrically validated questionnaire which was originally administered in Canada. Model development and hypothesis testing was conducted using partial least squares (PLS) on a sample of 189 respondents from airlines’ middle-level managers. The results of final specified model show that there is a robust explanation of business performance variance in Iranian airlines context which bodes well for future research in alternative contexts.

19- Managing Intellectual Capital in UK Higher Education: A Student Perspective (summary)
Abstract: Transfer of knowledge in the context of collaborative work between universities and industries are discussed. Schemes are offered by the UK Government and its agencies to facilitate this transfer. The management of intellectual capital and options for protecting Intellectual Property (IP) in the European context from a student prospective are explored. Two case studies are used illustrating how a UK university can facilitate the protection of IP in respect of project artefacts produced by students.

Abstract: Nowadays, intellectual capital is becoming the pre-eminent resource for creating economic wealth. Tangible assets such as property, plant, and equipment continue to be important factors in the productions of both goods and services. However, their relative importance has decreased through time as the importance of intangible, knowledge-based assets has increased. This shift in importance has raised a number of accounting questions critical for managing intangible assets.
This paper develops a framework for identifying and classifying the main components of intellectual capital (i.e. human capital, structural capital, and relation capital) at the level of universities. In addition, methods of measuring and reporting intellectual capital at both the individual component and organization levels are presented. This provides an exploratory foundation for accounting systems and processes useful for efficient management of intellectual assets.

22- An Application of Fuzzy Logic for Study of Intellectual Capital Role on ß Risk of Pharmacy Firms in Tehran Stock Exchange (summary)
Abstract: In era of today’s knowledge-based economy, intangible assets of companies and their intellectual capital are important factor for achieving them to sustainable competitive advantage. Present study is aimed to determining effects of three variables of Intellectual Capital includes: Human, Communication and Structural Capital on Market value On β of Pharmacy Companies in Tehran Stock Exchange. In this research, it was measured Intellectual Capital using questionnaire of includes standard constructs and 96% reliability coefficient, and Β using Companies Financial Statements. The results have shown that, variables of Human and Structure Capital, have had -0.331 and -0.5 negative effects on β, respectively, and variable of Capital Communication have not had any significant effect on β. Finally, it is concluded remarks including discussion, summary of implications for managers, and directions for further work.

24- Paradigm Model of Quality Oriented Phenomenon as One of Organizational Intangible Assets (summary)
Abstract: It is over a century that managerial prevailing thought is all efforts of organization must be direction permanent improvement. This survey is based on this managerial basic ideal. Nowadays, quality orientation as prevailing thought tries to explain that quality oriented organizations move toward this ideal more than others. This article providing a paradigm model of quality orientation shows factors and elements of this phenomenon in a model of causal conditions, strategies and consequences.
Paying attention to quality as a competence advantage means planed approach of organization to reach qualitative indexes through altering in behavior, processes, structures and performances that it is interpreted to quality orientation. in quality oriented organizations, the soul of commitment and responsibility taking has institutionalized in any member of organization and they can reach permanent improvement through team work and participation. Existence of such an attitude in organizational members can be viewed as an intangible asset for organization that influences organizational and inter organizational communication.
Purpose of this article is to provide a paradigm model of quality orientation phenomenon as an intangible organizational asset. This survey contain segment making companies of auto industry as case study and grounded theory as a quality methods has been used to conduct the research and open interview with key people of companies, open observation of activity place, participative observation and documents investigation. Finally, consequences of this research is provided in a paradigm model framework.

Abstract:  While there has been much research on Branding and Brand Equity in recent years, relatively little has been published on Brand Valuation, despite it being a key managerial issue. This paper reviews the Brand Valuation literature. It highlights Brand Valuation research, the obstacles to Brand Valuation and valuation approaches. The various approaches available for Brand valuation are discussed and compared. Important but neglected issues such as the discount rate, growth rate and useful life are highlighted in the context of valuing brands. Guidelines are provided for managers and a process for valuing brands is suggested. Branding as a concept has been around for many years now. Brands help identify and differentiate the goods and services of one organization from those of another. From a customer`s point of view, brands simplify shopping, aid in the processing of information about products, and makes them feel confident of their purchase decision. Managers have also become aware of the fact that the brand has become an important company asset, and focus is needed on the creation of brand equity

29- The Investigation of Natural Resurce Abundance Effect on Economic Growth by Mechanism of Human Capital (summary)
Abstract: Growth literatures indicate that human capital, education and technology progress are effective factors on economic growth. Empirical studies present that natural resource abundance have an important role on economic growth in natural-resource-rich countries. This essay investigates the relationship natural resource abundance, human capital and economic growth in cases of petroleum exporters' countries. The Cross Section method is used as a method of analysis variables for the period 1970-2004. Result of essay indicates that resource abundant inversely related with economic growth and human capital, while human capital have a positive impact on economic growth. So human capital can be main factor to explain slow growth of resource-rich countries. Abundant of natural resource in this countries and bad usage of natural resource can be cause of negative relationship between human capital and economic growth. In other hands, natural-resource-rich countries neglect the developing of their human resources by devoting inadequate attention and expenditure to education. So these countries have lower growth rate with respect to others

30- The Relationship Between Intellectual Capital and Organizational Performance: An study in NSTRI (summary)
Abstract: In knowledge era, intellectual capital became the most important asset for knowledge based enterprises to retain and improve competitive advantage. The aim of this research is examining the relationship between intellectual capital and organizational performance in nuclear science and technology research institute.
There are different definitions and classification of intellectual capital. In this research, intellectual capital is divided into human capital, structural capital and relational capital according to the definitions of Bontis model. Furthermore, European foundation quality management model is used to assess the organizational performance. For analyzing the data different analytical methods is used. Intellectual capital and organizational performance status determined by one sample t-test. Pearson correlation and regression analysis were used to test the main and subsidiary hypotheses. For determining the most effective variables on dependent variable, multiple regression analysis was also conducted.
The results showed that the intellectual capital and its three components had significant and positive relationship with organizational performance. Finally, suggestions for improving the intellectual capital in NSTRI and future researches were presented.

34- Investigation of Intellectual Capital Management Effects on Organization Productivity, Case study: Saipa Automotive Manufacturing co (summary)
Abstract: In this paper we tend to investigate the role of Intellectual capital management on organization productivity by Fuzzy Cognitive Map. To this we study the model of Intellectual capital management deployed in SAIPA Co., furthermore we study other research sources .we found the important and effective variables on productivity, then we analyze effects of the variables on productivity by FCM...Especially we study the effect of trading on pro. In stage1.then we investigate the simultaneous effect of employee’s collaboration and dead time on pro. In stage2. Result shows at the first productivity decreased in order to dead time but employee’s collaboration will cause to eliminate dead time effects and finally productivity will be increased.

35- Use of TRIZ in Invention Evaluation as an Intellectual Capital (summary)
Abstract: Today, the importance of innovation and patents is obvious for research centers and companies on the basis of knowledge because of obtaining the legal protections, but due to financial constraints when an innovation is patentable, this question must be asked yet “is the patent valuable for the inventor or patent owner?” In this research we apply TRIZ as an problem solving methodology to one of the patent applications received by technology transfer office of Isfahan Science and Technology Town . In order to achieve it we should: 1) Figure out patent levels and heuristics already used in the field; 2) Study trends of technology evolution; 3) Identify problems important for Technology development and predict difficulties that this technique might face during implementation; 4) Find possible solutions to these problems using TRIZ methodology. The goal of this research is to inspect usefulness of this methodology for comment in future of various technologies and technology valuation for investment and determine the effective parameters in accuracy of results of this technique.

36- The Strategic Role of Social Capital on Economic Development (Gachsaran IAU-branch) (summary)
Abstract: Now days, in addition to humans invests, financial and economical invests, another kind of invests are used. This (kind of invest) focus on relationship between member of a system as a valuable sources that creates new costumes (and manners) and mutual trust that cause achievement of members s purposes. Social invests that have a social concept, are brought up as a successful tools and it was accepted with lost of reception. Social human and physical invests and they are a good way to become successful. If the managers and all persons could use suitable social invests in their organizations, they could be successful in their jobs. Social capital is a new concept that today the social and economic studies of modern communities have been raised. Design of this approach in many of economic development studies, indicating the important role of social structures and relationships between people (social capital) variables are all aspects of development. Social capital mainly based on cultural and social factors, and identified it as a kind of capital, both macro-level management in developing countries and what level of management organizations and firms can recognize a new economic and social systems and managers in creating a better guidance system can help. This paper aims to introduce concepts and issues of social capital and its role in economic development is applied.
The aims of this studies is investigating and finding the patterns of social invests in economical development and investigating and finding how much social invests are important with physical and human invests, also investigating and finding problems in order to improve social invests. To perform this studies, we start with simple accidental sampling and for determining variances, we prepare questionnaire. Keron Bakh Alfa coefficients are used to check different sample of investigation and Eviews-11.5 soft ware program is used for analyzing data's. Contains chapters on the principles of measurement, distributions, correlation and regression, statistical significance, probability, are analyzed by use of Chi-square procedures, t-tests, and analysis of variance. According to these analyses, all theories are accepted or refused.

37- Categorizing the Driving Factors Affecting on Intellectual Capital by Fuzzy Topsis Technique (summary)
Abstract: After 20th century which was industrial economy century, the 21st century is information and knowledge era. In knowledge economy, intellectual capital has preferred as a new criteria in wealth creation with compare of tangible assets. The purpose of writing this article is categorizing the drivig factor affecting on intellectual capital by fuzzy topsis technique. Intellectual capital has been divided into 3 criteria (human capita, structural capital and relational capital) and 46 sub-criteria. The results show that identity achievement from organizational values, management strategic leaders and employees knowledge, skills and experts are the most important sub-criteria. Also employees ability to participate in organization decision-making, organizational operational efficiency and employee attributes have the least weight among Intellectual capital sub-criteria

38- The Role of Knowledge Management Structure in Creating Human Capital of an Organization (summary)
Abstract: In Economy based on knowledge, human capital is used to create and increase organizational value and an organization's success depends on its ability to manage this scarce resource. Moreover, one of the important organizational capabilities that can be creating sustainable competitive advantage is knowledge management. Therefore, the aim of this paper to examine the role of knowledge management structure in the creating of human capital in two automobile manufacturing companies in Iran, research method, descriptive and analytical and statistical population this study were the managers of the studied company. The results indicated that there is significant and positive relationship hierarchical structure of knowledge management and creation of human capital. In other words, with increasing understanding of knowledge management in two companies in terms of knowledge management process and infrastructure, its human capital has been increased.

39- Developing a New Method to Extract Knowledge from Customer Satisfaction Surveys (summary)
Abstract: One of the determinants of a firm’s prosperity is the customers’ perceived service quality and satisfaction. While service quality is wide in scope, and consists of various dimensions, there may be differences in the relative importance of these dimensions in affecting customers’ overall satisfaction of service quality. Identifying the relative rank of different dimensions of service quality is very important in that it can help managers to find out which service dimensions have a greater effect on customers’ overall satisfaction. Such an insight will consequently lead to more effective resource allocation which will finally end in higher levels of customer satisfaction. This issue –despite its criticality- has not received enough attention so far. Therefore, using a sample of 240 bank customers in Iran, an artificial neural network is developed to address this gap in the literature. As customers’ evaluation of service quality is a subjective process, artificial neural networks –as a brain metaphor- may appear to have a potentiality to model such a complicated process. Proposing a neural network which is able to predict the customers’ overall satisfaction of service quality with a promising level of accuracy is the first contribution of this study. In addition, prioritizing the service quality dimensions in affecting customers’ overall satisfaction –by using sensitivity analysis of neural network- is the second important finding of this paper.

41- Personel's Intellectual Capital Management During Group Thinking in Decision Making Process (summary)
Abstract: Decision making is one of the management's elements and using suitable methods in proportion whit decisions, plays an effective role in any organizations success. Today, by recognizing the value of group decision making in organizations, managers are seeking for recognizing their organizations problems in one process of group problem solving and find a suitable approach for it. In one case study performed in Tage co.'s soap production line, the problem of redoing and as a result increasing the wastes during production was a big problem. By selecting a proper method, the effective factors in this regard were identified. Furthermore, by using Fish Bone figure, the cause & effect relationships between the problem's phenomena become apparent. Finally, by using AHP analysis and determining the priority for the possible solutions, an efficient decision was made and performed. Application of the above mention decision presented interesting and valued results. In fact, by making decision based on the techniques of problem solving such as Fish Bone and trusting the selected problem solving methods, Tage co., has selected the most effective method for solving the problems and has had the maximum profit.

42- Designing the Knowledge Management Establishment Model in State Organizations (Case-Study for Tehran Municipality) (summary)
Abstract: Abstract Knowledge management is a vital factor for success in contemporary enterprises. The efficacy of a knowledge management (KM) project depends heavily on a successful coordination of such issues as the corporate culture, knowledge-based processes, human resource management, and information technology. In this regard, this research, in a descriptive manner, attempts to make an applicable view. The structure indicators, culture, technology, human resources, knowledge-based processes, and conducting in Tehran municipality for the establishment of knowledge management have been analyzed based on the data obtained from questionnaire and have been prioritized according to the highest mean encountering test (Friedman test). Statistics experts in this research, including senior managers, middle managers, and Tehran municipality experts, amount to 1057 people 285 of which acting as samples. Finally, an applicable model has been designed for the establishment of knowledge management. The analysis shows that the system of conducting in Tehran municipality for the establishment of knowledge management is proper enough, and that factors such as human resources, the structure, knowledge-based processes, technology, and culture fill the next positions in rank.

44- Commercialization Activities of Biomedical Research Results in Four Malaysian Universities (summary)
Abstract: This paper discusses the results of a survey conducted on academic researchers working on biotechnology related research from four leading research universities in Malaysia. One-way ANOVA tests were conducted to examine whether perceptions on commercialisation activities of research results differ based on the demographic background of the researchers. The result of this study revealed significant differences in perceptions on commercialisation initiatives particularly with regards to years of research experience, experience as administrator/top level management at university level and job status. Other researches which could be conducted were recommended to complement this exploratory study.

45- The Effect of Client Participation on Service Quality Improvement in Razavi Khorasan Civil Registration (summary)
Abstract: Service quality is a problem that organizations offered services have paid attention to , at recent decades. On of individual properties of services, is consuming while producing, offering, delivering and at the other hand, presence of services customers during producing process and services offering and even sometimes, is active sharing in producing, that services, necessary non assistance from services receiver may causes related organization not to able offering desirable and proper service to them and ultimately may result in their non satisfaction. On this progress, present research has studied, verifying effect of client participation on promotion of received services quality from Razavi khorasan Civil Registration.
In particularly, about Client participation dimensions in process of services offering, a conceptual model on loic ple et al theory (2008), that client participation as Physical, Mental, Emotional, Behavioral, Relational and Temporal participation, have suggested, and a designing and a questionnaire has been regulated on the model. Studied statistical group,include all of the client in Razavi khorasan Civil Registration office that selected sample, using method of classic-random sampling of studied sample, and totally 400 questionnaire distributed and collected. Analyzed extracted data and research assumptions tested by using SPSS software.
Results of research finding bode presence of distinct relation between Physical, Mental, Emotional, Behavioral and Relational participation and promotion of services quality. As a more great participation, assessed a more proper promotion of services quality. Through with, variable relation of Temporal participation and quality promotion not confirmed, due to partly influences of importance of offered services value on Civil Registration we can result. Efforts for prod customer to effective participation to organization can be effective step for quality promotion, that ultimately resulted in satisfaction of both parties in these agreements.

46- The Investigation Intellectual Capital Among Companies Based in Yazd Science and Technology Park (summary)
Abstract: Entering the knowledge economy, knowledge compared to other factors of production is the highest priority. In this economy, intellectual assets, especially human resources is considered among the most important organizational assets. The ability of organizations depends to successfully manage these intangible assets. Intellectual capital consists of the difference between market value and book value of assets of a company. Most experts to intellectual capital are divided into three categories: human capital, structural capital and customer capital.
This research aim to survey the intellectual capital among companies based in Yazd Science and Technology Park. The study questionnaire included 31 factors related to intellectual capital (in three areas of human capital, structural capital and customer capital) . Cronbach alpha coefficients calculated in two stages (the initial amount of 85 / 0 and the final amount of 89 / 0) is a questionnaire showed high validity. Statistical research community, including all companies based in Science and Technology Park is Yazd. Questionnaires between entrepreneurs and founders, CEO have been distributed. Kolmogorov-Smirnov(KS) Test results showed normal distribution of scores in this study are not known. So sign test (nonparametric) was used for questions. According to the results seen minitab14 software that intellectual capital in the sample is appropriate. Of course, according to research being carried out in a set of scientific and research, so commonplace it seems.

47- Comparative Assessment of Intellectual Capital in Public and Private Banks in Isfahan, View of Their Managers (summary)
Abstract: Today, intellectual capital makes up most of market value , And its identification, measurement and management has become the most important tasks in organizations. The main purpose of this study was to determine the amount of intellectual capital in public and private banks in Isfahan. The statistical society of this study included all managers of public and private banks in Isfahan (651 ). Sample for public banks included 225 managers that were calculated via table and random-stratified sampling method was used. Also, due to low volume, in sample for managers of private banks, the total population (43 cases) was considered. The method for data collection, has been the standard questionnaire proposed by Bontis et al. The results suggest that intellectual capital and each of its components (human, customer and structural capital) in private banks are more than of intellectual capital in public banks from perspective of their managers. In addition, in this study, path analysis model and some suggestions provided, and research results for both the statistical population are presented.

49- Measuring Customer-Based Brand Equity in Service Section (summary)
Abstract: By considering the importance of brand, recognition of brand equity dimensions and effective factors on of that can help organization on finding a good strategy in their business. The present research aims is to examine the practicality and applications of customer-based brand equity of service section in Tehran. Based on Aaker’s well-known model of brand equity, this study employed structural equation modeling to survey the causal relationship among brand equity dimension’s and overall brand equity. Data were collected by questionnaire and a sample of 212 actual consumers’ in Tehran.
Finding show that brand loyalty is the most influential dimension in brand equity formation, other dimensions include perceived quality, trust, and brand association/awareness gain weak support. Results show that brand manager and marketing planners should consider the importance of brand loyalty in their overall brand equity evaluation, and should concentrate their effort on building brand loyalty. Since development in service section and branding role in this section, present research value was in contributing to the literature extending and testing the applicability of consumer-based brand equity in service section.

50- Study & Appointment Effective Important Indicators of Human Capital Measurement (summary)
Abstract: The aim of present research is determining the importance of effective indexes in measuring the human capital. In the research, two questions are examined which the first question relates to the important indexes in human capital measurement and the second one measures the extent of each index relationship with the human capital. The research model includes six factors for measuring human capital and twenty indexes for determining the factors relations with the human capital. First, using factor analysis some effective factors in measuring human capital were determined which include:
• First: Manager's leadership capabilities and knowledge level
• Second: Employee's knowledge level
• Third: Proper relations between employees and desire to undertake group tasks
• Fourth: Employee's capabilities and skills
• Fifth: Employee's competencies
Thereafter, using structural equations considering five mentioned factors and twenty indexes included in the research analytical model, the relationship between the factors and indexes with the human capital were examined. The effective indexes on measuring human capital according to their importance rank and their relations with the human capital are:

52- Dissecting the Role of Protectable Intellectual Property in Financing Nanotech Firms (summary)
Abstract: During the recent decades, nanotechnology remarkably has gravitated scientific and industrial societies towards itself both in developed and developing countries. However, there exist numerous challenges with which the nanotechnology as an emerging industry has been faced in financing its products and applications in developing countries. In fact, there is little available financing for techno-entrepreneurs in these countries. The challenges mainly are derived from the improper infrastructure and channels for financing new technologic ventures. The inevitable result of such a deficiency is a significant slowdown in the development of the emerging technologies. In respond to these shortcomings this paper attempts to discuss the ways of financing nanotechnology firms as one of the most important part of the nanotechnology business. Our argument will be narrowed to the implications of intellectual property-backed financing for nanotech firms and the roles they play in facilitating financing process for these firms. We will explain that intellectual properties (IPs) can indirectly facilitate the process of fund raising at least in four ways: proving marketability and superiority of firm’s products, protecting initiatives and know-how, facilitating access to debt capital, and reducing financing costs. We will also give details about the mechanisms which IPs can be directly embedded into them and provide means for financing nanotech firms. In this line we will analytically introduced intellectual property loan, IP sale and lease back, and IP-backed securitization. Even though these mechanisms have unassailable roles in financing nanotech firms, they are still struggling by some challenges to be more effective particularly in developing countries like Iran. In this respect, we will address some of the most considerable challenges including lack of a standardized and practical IP valuation method, relatively high cost of using some IP-backed instruments, lack of adequate legal framework to protect IPs and little knowledge of borrowers and investors about the IP protection and management.

Abstract: With increased of competition in business, companies persuaded to achieve new species of assets which has not limitation of existing assets and not simply copied. For achieve of this target companies attended to new set of assets with the name of intangible assets and intellectual capital. So business aware of this fact that stable competitive advantages not originated from physical assets and financial capital but that is obtained from effectiveness management of intangible assets and intellectual capital. Intellectual capital is classifies in three groups that include human capitals, structural capitals and relational capitals. One of the important kind of structural capital is brand that have important influence on strategic management decision. In spite of importance that have brand as intellectual capital in value creation for different beneficiaries with different interests and tendencies and that can source of competitive advantages for organization but unfortunately some of firms could not apply effectiveness management on this asset. In this paper we survey brand management in three parts that include management of brand building brand retention and brand extension. 54- Effective Factors on Intellectual Capital Migration with Emphasis on the Government Size Role (summary)
Abstract: Review on the development of developed countries shows Human Resources and intellectual capital plays an important role in the development process and certainly Industrial society progressed, with human capital. So intellectual capital, is considered one important factor in national development. Human is in migration center and migrant man not only will change himself even with its displacement, will be change environment which migrates from and environment that will migratian it. also for iran In the last few decades subject migration Intellectual capital has been introduced in different forms. Accordingly this study with attention to importance of human resources and intellectual capital in iran, considered on one of the main issues in this area, namely the immigration intellectual capital from iran to OECD counties and attraction and repulsion factors of destination countries with emphasis on the government size role. Our results indicate that the size of government in iran has positive and significant effect on the flow of specialist labor and intellectual capital migration from iran so that if size of government in iran increase then reduce incentives for private investment and migration increases also the size of government in destination countries has negative and significant effect on the flow of specialist labor and intellectual capital migration to OECD, so that whit Increase the size of government in destination countries incentives for private investment and so migration reduced, also other factors like gdp, degree of economic openness, population and geographic distance are impressive on migration flows.

55- The Role of Intellectual Property Management in Academic Technology Transfer Process (summary)
Abstract: Technology transfer is the process by which basic science research and fundamental discoveries are developed into practical and commercially relevant applications and products. Technology Transfer Activities include processing and evaluating invention disclosures; filing for patents; technology marketing; licensing; protecting intellectual property arising from research activity; and assisting in creating new businesses and promoting the success of existing firms. The result of these activities will be new products, more high-quality jobs, and an expanded economy. A well constructed system for intellectual property is fundamental to extract full value and to create intangible asset portfolio to extract value. Successful technology transfer from university to industry needs appropriate intellectual property management. Researches shows that stronger intellectual property rights protection can help firms to expand their exports (especially new technology and knowledge related service or products) in other markets without significant concerns about their intangible rights. In this process universities and academies play an important role, because their major share of knowledge and innovation production and their unique position in technology transfer process. The aim of this paper is to recognize how intellectual property affects the academic technology transfer process, In order to achieve this goal first we start with the definition of intellectual property and technology transfer concepts, their kinds, after that with a review to academic technology transfer process theories and models; we explore the place and share of intellectual property management in this process. Those are the result of human investment. Cultural development leads society to the science and technology knowledge. This paper believes that the weakness of economic development planning of our community caused with understanding of science factors and components production and the environment of intellectual capital living and management. The paper revealed that economic management depend on abroad, therefore internalization is necessary. This is based on intellectual capital and knowledge management investment. Imported science must be localized and adapted by dominating. In this situation adding new knowledge would be possible by local experts in local development planning. Technology transfer is based on tacit knowledge no explicit knowledge. Absorbing technology has been difficult because of first one. Policy makers must focus on it. We must find the missing characters which can affect on developing intellectual capital for creating knowledge process and application, the best economic management is function of intellectual capital quality.

58- Social Capital Management for Regional Development (summary)
Abstract:  The list of different types of capital is growing fast: to natural, physical and financial capitals are added organisational, intellectual, environmental and many others.Many of these overlap or duplicate each other.Some are used pragmatically, others purely metaphorically. There is room for a fullscale mapping exercise of the spectrum of capitals; here, we concentrate on just three: human, cultural and social capital. Social Capital is a term that has acquired a great importance in the last few years when it comes to explaining certain behaviours of growth and regional development.
The definition of social capital is itself problematic. Social capital focuses on networks: the relationships within and between them, and the norms which govern these relationships. Although this does not necessarily entail a specific value position on the part of those who use it as an analytic device, it has strong normative connotations, implying that trusting relationships are good for social cohesion and for economic success.Social capital can be regarded as a resource by means of which people can carry out their work in a more effective and efficient way.
Can capital social be instrumental to regional development and maintain its goal of social protection and equity. One of the main conclusions of the article is that social capital effect the regional development.

59- The Expository Role of Organizational Learning on the Relation Between Intellectual Capital (IC) and NPD Project (summary)
Abstract: Most studies don't clarify how intellectual capital affects on new product development (NPD) project. Therefore, in this paper, we present a conceptual framework for explaining how these three types of intellectual capital - i.e. human capital, structural capital, and relational capital - and organizational learning capability affect upon new product development project. Also we say about typology of intellectual capital with paying attention to two dimensions: (1) the primary focus on environment or system, (2) the primary focus on structure or processes. Results show that three type of intellectual capital positively affect organizational learning capacity and we must pay attention to organizational learning capacity in order to explain the impact of intellectual capital on NPD project.

Abstract: There is no doubt that ISPs role is not only limited to connect people to the internet but they are providing many services and sometimes they present information to the internet. Although, there is no doubt that they are responsible for incrementing activities connected to them but, because their services can be used for illegal activities thus, it is valuable to survey about their liability. In this regard, Digital Millennium Copyright Act of United States and E-Commerce Directive of E.U. established a new legal regime that ISPs can impunity of liability for occurred copyright infringement by users after having gathered the several conditions. 61- Implications of Intellectual Property Rights Management for Enhancing University Research Commercialization (summary)
Abstract: Enhancing status of universities in the national innovation system seems as a main strategy for effective and synergetic integration of higher education system in national development process through research, education, and outreach. In line with this mission, universities need a coherent vision for generating and transferring knowledge and technology through integrated research an commercialization of research findings based on “university technological entrepreneurship” model and increasing concern of a better return of investment in research. Institutionalizing commercialization of university research require prerequisite conditions, such as R&D capacity, innovative institutional culture, human and financial resources, facilitative management, motivating reward system, and linkage mechanisms. According to evidences, universities must to manage intellectual property of their research findings in process of university research commercialization. This paper attempted to introduce research commercialization and implications of intellectual property management in order to enhance university research commercialization. According to this paper discussions, institutionalization and management of intellectual property rights needs several interrelated and planned actions, such as: developing theoretical and conceptual knowledge through research and publication, awareness, sensitivity and consensus building, regulation and policy–making, institutional building, coordination through national and global inter-stakeholder networking, training and professional development, and judicial monitoring system.
